Nebraska’s “Constitutional Carry” law took effect on September 1st. The law allows Nebraskans, not otherwise prohibited, to possess or carry a handgun concealed and does not require a conceal carry permit or training. The new law also prohibits cities, counties, or villages from regulating ownership, possession, or transportation of a concealed handgun. LB 77 introduced by State Senator Tom Brewer (LD 43) was passed by the Legislature and signed by Governor Jim Pillen during this year’s legislative session. The new law retains prohibitions against carrying concealed handguns into financial institutions, including into credit unions, and other prohibited places. The law also retains the ability of financial institutions to authorize their security personnel to carry concealed handgun in the financial institution while on duty.
