VTR and ELT Topic at Claude’s Coffee Club

The League organized a Claude’s Coffee Club meeting in Lincoln hosted by the University of Nebraska FCU.  The special guest was Betty Johnson, Administrator of the Driver & Vehicle Records Division at the Nebraska Department of Motor Vehicles (DMV).  Betty is heading up the modernization project at the DMV of the Vehicle Titling & Registration System (VTR).

During the discussion, Betty updated credit union attendees on the current status of the VTR modernization project which also includes some legislative changes which have been made and will need to be made in the coming years.  When the modernization project first began the DMV published an RFP for the project and ultimately had six vendors provide proposals for the State to consider.  The contract has not yet been awarded.  The DMV hopes to be working with the chosen vendor after the first of the year with an overall goal for rollout in the fourth quarter of 2019.

As part of the modernization, several legislative changes will be required including changes which were passed this past legislative session in LB 263.  Betty summarized LB 263 as doing the following:

1 – January 1, 2019, titles can be issued in any county but registrations must be done in the county where the vehicle has situs.

2 – Dealer Automated Services
a- Dealers can elect to submit title and registration application information
b-Dealers can elect to submit collect and remit sales tax to state
c-Dealers can elect to only submit title application information. They can choose to not submit registration application information, fees, and sales tax.
d-The dealer provisions are slated to go into effect six months after modernization roll-out.

3 – January 1, 2019 ELT changes:
(This effective date will need to be pushed back in future legislation)
a – Eliminates paper title for the following:
i – Name change (lien holder must approve of change)
ii – Removing an owner name (lien holder must approve of change)
iii – Adding an owner name (lien holder must approve of change)
iv -The above can be done regardless of whether lender participates in ELT (via an ELT provider)
v -Repossessions
1 – Can make application for title in lender name without first obtaining a paper title (will initially continue to be a paper application)
2 – Eliminates need for odometer reading on repossession

The DMV will provide further information to the League for distribution to members as well as to ELT vendors who may also notify their customers of updates.
